Meeting will Discuss National Register Nominations for the Old Town (NW) Decatur, Alabama Districts
Interested citizens are invited to attend a Public Meeting at 6:00 PM on Tuesday, November 29, 2011 at the Turner-Surles Resource Center
(702 Sycamore Street NW) to learn more about the Old Town NW Decatur Historic Districts National Register Nominations. In 2010, the City of Decatur HPC/CLG received grant funds from the Alabama Historical Commission to conduct a historic resource survey in an area of NW Decatur to identify structures of historical and architectural significance. The firm of Thomason and Associates of Nashville, Tennessee, conducted the Phase I Intensive Survey during the late winter and spring of 2010. Three public meetings were held as part of this first grant process. At a final pubic meeting in May 2010, the firm presented their findings and recommended that National Register nominations be made for an "East" and "West" district in Old Town. The City of Decatur HPC/CLG program applied for and received 2011 grant funds from the Alabama Historical Commission to utilize the information from the Phase I survey and prepare National Register nominations for the two districts. The firm of Thomason and Associates will serve as consultant for the National Register nominations grant project. Based in Nashville, this firm has extensive experience in conducting surveys and preparing national register nominations to help communities identify, evaluate, protect and preserve their historic resources. Philip Thomason, Principal with Thomason and Associates states that , "We see historic preservation not as an exercise in nostalgia but as an opportunity for forward thinking-a chance to preserve the best of America's built environment in a way that is livable and economically viable."
Established by city ordinance, the Historic Preservation Commission and Certified Local Government is authorized to "investigate, survey and process nominations of properties to the National Register" and to "review and make comments to the Alabama Historical Commission concerning the nomination of properties within its jurisdiction to the National Register of Historic Places. " The rich history of Old Town (NW ) Decatur is an important part of Decatur's history and culture. The City of Decatur Community Development Department developed A Neighborhood Reinvestment Strategy to "Build Back" Northwest Decatur to encourage reinvestment and improvement in the area, with one of the plan's goals being the "restoration and preservation of places of special value." The completion of the Phase I Resource Survey was an important first step in meeting this goal. Recent positive activity in the area known as "Old Town" includes the construction and active use of the Turner-Surles Resource Center, the purchase of the adjacent dwelling by the City of Decatur for future use, the listing of First Missionary Baptist Church on the Alabama Register of Historic Places, neighborhood walking tours offered through the Old Bank's Fall Walking Tour Program and 2009 BIG READ, a brochure on "Decatur's African-America Pioneers" created through the efforts of the Old Town Committee and the Decatur-Morgan County Convention and Visitors Bureau and the advocacy of the Decatur Downtown Redevelopment Authority for the creation of a museum district with the historic train depot as an anchor and link between Old Decatur and Old Town. Through the 2010 survey process, Wayman Chapel African Methodist Episcopal Church and Garner Memorial CME Church were added to the Alabama Register of Historic Places in December 2010. With funding and support from the Decatur-Morgan County Convention and Visitors Bureau, the Old Town Committee has also prepared a introductory video history, Lift Every Voice and Sing: Decatur, Alabama's African-American Pioneers, that will be presented at the November 2011 Tourism Breakfast. This video will be available as a resource for tourists, students and researchers interested in learning more about Decatur's unique history. These activities and the Old Town (NW) Decatur Historic Districts National Register Nominations are a fitting accompaniment to the Neighborhood Revitalization Strategy's goal to "build it back," encouraging not only the physical preservation and rehabilitation of the district's resources, but also a restoration of character, sense of place and community pride.
